2008 Guidelines for Founders Endowment Grants

STATEMENT OF PURPOSE
The Founders Endowment Fund was established in 1992 through the generosity of local community and business leaders. The intent of the fund, as stated by the original donors, is as follows:
"The purpose of the fund shall be to provide support for academic purposes not already funded by the State of Washington for the Tacoma Branch Campus, such as development of new courses and teaching materials, support for faculty research related to the improvement of instruction, student financial aid, improvement of classroom facilities and acquisition of instructional equipment."
ENDOWMENT PRIORITIES
Priority will be given to projects that address at least one of the following endowment goals:
- Enhancement of Instruction-Related Scholarship
E.g., community-based research projects and other research projects that will directly and significantly enhance the faculty member's teaching or otherwise enhance student learning; professional travel essential to such a research project; materials and supplies essential to such a research project.
- Enhancement of Teaching
E.g., creation of new courses or substantial restructuring of existing courses or curricula; support for distinguished guest lecturers; retention or student support projects; support for workshop/conference attendance that is directly related to the enhancement of teaching.
- Enhancement of Facilities
E.g., establishing or equipping facilities that will enhance learning and would not normally be funded by the campus operating budget.
- Enhancement of Student Learning Experiences
E.g., funding for independent student research or service learning projects, supplies or activity costs associated with courses.
GRANT DEADLINES
Application deadline: February 15, 2008
Applicant notification: April 4, 2008
Funds must be spent: December 31, 2009
Final report due: December 31, 2009
ELIGIBILITY
All full-time faculty and staff and students enrolled at UWT during the 2007-2008 and 2008-2009 academic years are eligible to apply for Founders Endowment Grants.
Applications from individuals and organizations that have been funded during the past year will not be considered.
Organizations may not apply for grants directly, though individuals may apply for grants on behalf of organizations, with the organization's approval. If an award is made in support of the activities of an organization, members cannot submit another grant for that organization in the following year, even if the membership of the organization changes. Normally, the elected leader(s) of an organization will be the grant applicant(s).
DIRECTOR'S APPROVAL REQUIRED
As grant-related activities will often require administrative support, and may require a change in work assignment, each application must be approved by the Director of the applicant's administrative unit. For faculty, this will be the faculty member’s Academic Director. For students and student organizations, this will normally be the Office of Student Affairs, for staff, it will be their immediate supervisor and cognizant Administrative Director. Administrative functions that units need to assume may include processing of travel reimbursement requests, purchase orders, and approval of release time for grant-related activities.

IMPORTANT NOTES
- Except under exceptional circumstances, applicants will not be granted salaries for course development, research or conference attendance. Salaries can be requested for research assistants or others who may assist in a given project (see hourly wages).
- Applicants should be aware that funds are limited and, hence, it is usually not possible to support all requests in any given year. Grant awards cannot be appealed nor can grant award amounts be adjusted after grant letters have been sent to recipients. However, on a case by cases basis, small amounts may be shifted between budgeted categories if approved by the Vice Chancellor for Academic Affairs. Funds may not be shifted to unapproved categories.
- Absolutely no grant extensions will be allowed. Grant money that is unspent at the expiration of the grant will be returned to the Founders Endowment Fund.
- Award recipients are responsible for tracking grant expenditures.
- Recipients are personally responsible for any expenditures that exceed the amount of their Founders Endowment Award.
- When requesting funds for equipment or research activities, application should indicate what other sources of funding they have pursued.
- Applications should indicate how the proposed project will enhance teaching/learning at UWT.
- Inclusion of students in proposed activities is strongly encouraged.
BUDGET
Each application must include an itemized budget. Costs must be reasonable in relation to the proposed activities. Note the following budget guidelines:
- Compensation: For any salary requested, whether for faculty or staff (full or part-time) you must also request benefits. Benefit costs are calculated as a percent of salary. Check with Finance and Administration for current benefit rates. Salaries for applicants are not allowed. Research assistants and other support persons may receive compensation
- The combined requests for travel and salary for each funded individual may not exceed $3,500.
- Ongoing costs, such as periodical subscriptions or continuing salaries, will not be funded.
- If partial support has been obtained from another source, the applicant must submit a budget summary that explains the need for Endowment funding.
- Proposals may be partially or fully funded, based on the availability of funds. If partially funded, a revised budget must be submitted to the Associate Vice Chancellor for Finance and Administration before any funds can be spent.
- Funds must be expended by December 31, 2009. No extensions will be granted.
Itemize specific expenses for the categories listed below. For detailed information, refer to the Object Codes for Expenditures Web page .
Salaries
For each salaried individual, list:
- Name
- Job title
- Percentage of time expected to be devoted to this project
- Requested salary (max. $3,500)
- Requested benefits
If faculty or staff release time is requested, attach a letter from the supervisor indicating approval of release time if grant funding is obtained.
Hourly Wages
Research assistants and other support persons are normally paid as hourly employees. The hourly wage should be commensurate with the type and complexity of work to be completed. Founders' Endowment grants will not fund hourly wages of more than $20 per hour.
For each hourly employee, list:
- Name (if known at the time of application)
- Job title and nature of work to be completed
- Wage rate per hour
- Associated benefits (Check with the Associate Vice Chancellor for Finance and Administration for complete details)
- Dates of employment
Contract Personal Services
Describe the nature and extent of services as well as expected dates for the contract.
Other Services
List details of services to be contracted (e.g., long distance, printing, etc.) and give estimated costs for each.
Supplies and Materials
List by major types (e.g., paper, books, etc.), and give estimated costs of each major type. No expenditures for food and beverages are allowed (except those covered by per diem allowances under travel).
Equipment
List all items of equipment and the cost of each item. Technology-related requests (including hardware and software) must be evaluated by the UWT Information Technology department as all purchases are subject to state regulations and will be maintained by this unit. The applicant should note in his or her application that such a review has been conducted. Founders Endowment funds may not be used to purchase equipment for personal use. An equipment purchase will be approved only when such funding provides widespread benefits, is not appropriate for purchase from operating funds, and is not available elsewhere on campus.
Travel
Travel funding to support participation in a conference in an official capacity (e.g., as a presenter or discussant) will be given priority over conference attendance where the applicant is not part of the official program. Explain the nature of the travel expense and its relation to the project. Identify individuals for whom travel funds are requested. Travel requests may not exceed $3,500. If salary funding for research assistants and others support persons is requested, the combined travel and salary requests may not exceed $3,500. Travel expenses include all items related to the travel (i.e., airfare, lodging, per diem, rental car, etc.).
