You must complete and qualify for admission in the program to be eligible to take individual courses. Please submit your application noting that you are interested in the individual course option.

For contract professionals who deal with commercial and government organizations. The growing profession of contract management is covered, including a wide range of job functions in the complex business of procurement and contracting.  Contract professionals work as procurement specialists, contract administrators, attorneys, negotiators, technical writers, project managers, auditors and paralegals.

Legal Issues in Contracting and Procurement*

Includes an overview of contracting functions which serves as a foundation for other courses. Topics:

  • Sources of law (Washington Common, UCC, Equity Law)
  • Agency theory for employees, contractors, suppliers

HOW TO APPLY

Admission Requirements
Two years of college preferred, and one year of work experience related to contracts.

Earning the Certificate
Participants are evaluated in each course on the basis of standards established by the instructors and advisory board. At the end of each course, participants are notified of successful or unsuccessful completion.
When the required courses are completed in this noncredit program, participants earn a certificate.

Application Process
Applications are now being accepted; qualified students will be accepted on a first-come, first-served basis until the program reaches enrollment, or until 5 p.m.
3 days before the first class is scheduled to start. After this date, applications may be accepted on a space-available basis.

To apply you must submit one copy of the application form with a $50 non-refundable application fee and application set, to include:

  • Your résumé listing education and applicable experience,
  • A typed (250-word maximum) letter of application describing (a) your relevant work experience, and (b) how you expect the program will help you to meet your professional goals.

Applicants will receive written notification of their acceptance, placement on a waiting list, or non-acceptance after review of submitted materials. There is a 10-day turnaround for application review. Accepted applicants will be sent registration information for the first-term courses.

Fees and Tuition
Tuition is payable on a term-by-term basis. Tuition for the entire program is $2432. There is also a $50 non-refundable application fee to apply to this program and a $10 non-refundable registration fee for each term. First-term tuition and $10 registration fee are due by 5 p.m. three business days before class begins. Any registrations after this date may be subject to a $50 late fee.

The University’s tuition exemption policy does not apply to this program. Fees and tuition are subject to change.

Information on registration and refund policies and procedures will be included with registration materials sent to you upon acceptance in the program.

Refunds
Students must make a written request to withdraw. Written requests should be sent to uwtpdctr@u.washington.edu or mailed to the KeyBank Professional Development Center, UW Tacoma, 1900 Commerce Street, Tacoma, WA 98402. Students withdrawing by 5 p.m. 24 hours BEFORE the program begins, are eligible for a full refund of all fees except the $50 application fee and $10 registration fee. There is no refund for withdrawals after the first day of class.

Earning the Certificate
Participants are evaluated in each course. Because courses are arranged sequentially, participants need to successfully complete classes in the previous term before they advance to the next term.
After successful program completion, participants earn a certificate which is presented at an annual UW Tacoma awards ceremony.

Cancellations
UW Tacoma reserves the right to cancel programs or classes with low enrollments.


ABOUT THE LEAD INSTRUCTORS

Jessica M. Jensen, J.D.

Jensen is a general practice attorney with Jensen Kokis Law in Olympia; her emphasis is on real estate, business issues and estate planning. She was formerly with the Washington State Department of Transportation as a Real Estate Services Manager and the Washington Department of Social and Health Services as a Contracts Administrator. She taught subspecialties in litigation and legal research and writing at the University of Washington.

Roselyn Marcus, J.D.

Marcus is the Director of Legal Affairs, for the Washington State Office of Financial Management in Olympia, Washington. She is also General Counsel, for the Texas Racing Commission, Austin, Texas. She formerly served as Acting Manager, for the Contracts and Legal Affairs Office, Washington State Department of Information Services. Marcus holds a J.D. from Pace University School of Law, (White Plains, NY) and a B.S. in Management from New York University Stern School of Business. She is a Member of the Bar Association in the states of Washington, Texas, and New York.

Ron Sabado, C.P.A., C.M.A.

Sabado was the Seattle Branch Manager, for the Defense Contract Audit Agency (retired). He supervised a staff of 55 auditors, examining defense contractors in the Northwest and Alaska. He serves on the Washington State Board of Accountancy, appointed by former Governor Locke. He holds a B.A. in Business Administration from the University of Washington and a Masters of Science in Administration from Central Michigan University. He is a Certified Public Accountant, and a Certified Management Accountant and is a member of the WSCPA, AICPA, NASBA, IMA and NCMA. He also teaches in the University of Washington Educational Outreach contract management program.

Judith Maier, MBA, J.D.

Judith taught legal writing and research at the Seattle University School of Law, and has served as law clerk to Judge Karen Seinfeld, Washington Court of Appeals, and to the Commissioners of the Court. She has also held a number of executive positions related to risk management and information technology.
