PROGRAM OVERVIEW

Whether you want to operate your boat as a business, better position yourself against climbing insurance rates, or simply wish to expand and refresh your afloat knowledge base as a recreational boater, this course will challenge you and in the long run, benefit the entire boating community. For those mariners ready to earn their USCG license, getting your OUPV license is an important step in earning industry-wide distinction as a maritime professional, and for many pursuits afloat, is also a legal requirement. This straightforward and rewarding class is suitable for various water-based businesses, including, for example, fishing and river guides, commercial ecological tours, sailing charters and instruction, and parasail operations. License candidates will receive either inland or near-coastal routing based on their sea time and experience. This is an USCG-approved training course satisfying the examination requirements of 46 CFR 10.205(i) for original license issuance, 10.209(c)(iii) for renewal, and 10.209(f) for re-issuance of an OUPV license.


COURSE DESCRIPTION
Operator of Un-inspected Passenger Vessels (OUPV) Near Coastal
The OUPV training is scheduled for sixty-three hours of classroom instruction. Four USCG-approved examinations, each required to meet appropriate deck license subject requirements set forth in 46 CFR 10.910, are administered during the course of the class. The following topics are covered in detail:

Navigation and Charting
Navigation publications, charts, aids to navigation, magnetic and gyro compasses, weather and oceanography.

Two examinations: Navigation Charting (10 questions) and Navigation General (20 questions).


International and Inland Rules of the Road

Steering and sailing rules, conduct of vessels in restricted visibility, lights and shapes, sounds and light signals.

One examination: Rules of the Road (30 questions)

Deck Seamanship, Safety and Environmental

Code of Federal Regulations, pollution and sanitation, marlinspike seamanship, anchoring and ground tackle, ship handling and maneuvering, fire fighting and prevention, emergency procedures and lifesaving, marine radiotelephone, and small marine engines. One examination: Deck General (70 questions)

Reference Materials and Navigation Aids - these materials will be provided in-class.

CERTIFICATES OF COMPLETION

Participants who complete the entire course earn a Certificate of Completion. For license candidates, this certificate attests to the US Coast Guard Regional Exam Center (REC) that the applicant has completed a USCG-approved licensing course and successfully passed each of the four required USCG-approved examinations. Thus, no further testing will be required at the REC for the candidate to apply for their OUPV license. In addition to the training certificate awarded at the completion of the course, each applicant must provide the following in their submittal package to the USCG REC, within one year of course completion:

•  Minimum age 18 years
•  Proof of US citizenship or legal resident
•  Sworn attestation to 360 days on Inland waters, counted from your 15th birthday
•  Of the 360 days, 90 days must be within the last 3 years
•  Near Coastal endorsement requires 90 days of the 360 days in near coastal waters.
•  Social Security card
•  Three character references
•  Current within 12 months First Aid/CPR card
•  Current within 12 months medical examination
•  Current within 6 months approved drug screening
•  Birth certificate
•  Current photo identification card

The instructor will provide detailed coaching for the completion of your submittal package.
 


ABOUT THE INSTRUCTOR

A graduate of the United States Naval Academy in Annapolis, Maryland, Anderson earned his Bachelor of Science degree in Operations Analysis. Anderson was also a letter-winner on the USNA Varsity Sailing Team. He earned his Master of Science degree in Command, Control and Communications from the Naval Postgraduate School in Monterey, California. His naval career spanned twenty-four years, including service aboard three destroyers, one frigate, three aircraft carriers, and a battleship. In addition to founding ZENITH MARITIME TACOMA, he is the founder and director of the FLAGSHIP DEVELOPMENT GROUP, founder of the TACOMA TALL SHIPS SOCIETYT, and founder and director of TACOMA COMMUNITY SAILING. He is a certified AMERICAN SAILING ASSOCIATION sailing instructor, and is certified by US SAILING as a Club Race Officer. His current activities include tug boat skipper, sailing charter skipper, and local competitive sailing. He formerly served as dockmaster, harbormaster and yacht club commodore in a variety of locales.
