Criminal Justice Agency Administration
Non-Credit Certification Program and Workshop Series

Designed for those currently employed in the criminal justice field, current and potential first-line supervisors to executive-level managers and others interested in criminal justice or who work closely with law enforcement agencies. Those interested in pursuing a career in law enforcement may take this certificate program to explore the career field. Each workshop satisfies 8 contact hours. Completion of the UW Tacoma Certificate provides 96 contact hours (9.6 CEUs). Workshops may be used to satisfy the Washington State Criminal Justice Training Commission’s 72 elective contact hour requirements.

Current or future law enforcement executives may want to consider the Law Enforcement Executive Leadership certificate program and workshop series.

This is a 12-workshop series. You may register for individual workshops, however to receive the certificate, all 12 of the workshops must be satisfactorily completed.


Introduction to Public and Police Administration

Serves as an introduction to the basic theories of administrative organization, relationships, and behavior as they relate to the unique nature of policy. Prepares managers to evaluate their organizations for quality, effectiveness and responsiveness.

Administrative and Civil Rights Law for Police Supervisors

Over the past several years many changes have taken place in administrative law issues due to legislation at both the federal and state level. Understanding the complicated laws, rules and regulations is critical to the successful management of an organization. Designed to provide an overview of administrative law issues. Part of the training will focus on common areas in which civil rights lawsuits tend to arise—use of force, operation of motor vehicles, Fourth Amendment issues, failure to train and supervisor liability. Diversity, Cultural Awareness and Eliminating Racial Profiling

In order to meet the challenges of a changing human environment, law enforcement executives, managers and supervisors must become more aware of the basic differences between diverse groups. They must also become more aware of the patterns of behavior that result from these differences and how to better interpret them. Examines value systems and how they are formed by various population groups. Classroom discussion and synergistic exercises are utilized to show how police agencies are addressing their need to become more sensitive to differences within their communities.

Risk Management, Service Excellence and Quality Improvement in Police Organizations

Law enforcement agencies tend to be steeped in a command and control tradition that is rooted in bureaucratic structure. The reality of contemporary policing is that the definition of effective performance has not only changed, but is continuously changing. Rather than simply enforcing the law, success is based upon meeting community needs, doing more with less, engaging in collaborative approaches, and complying with
community sensibilities in the process. Police agencies can meet these performance requirements by identifying areas of high, medium and low risk within their organizations and developing strategies to minimize those risks. Learn how to establish effective internal controls, monitor programs, and assess agency progress.

Developing and Implementing Effective Policies and Procedures

Focus on the theory behind mission statements and agency values and understand how theoretical mission statements and agency values can be used as the underlying foundation for policy. Learn to evaluate and prioritize agency policies for development, training and review, as well as to monitor and enforce policies. Examine legal trends of U.S. Supreme Court rulings, Federal Consent Decrees by the U.S. Department of Justice, and rulings of lower federal and state courts impacting these policies.

Computers and computer technology have become important assets in policing today. Each year, law enforcement agencies spend large amounts of money on information technology, and administrators are often called upon to make budgetary and long range decisions on technology with little if any technical background. Often excellent technology is implemented poorly with minimal acceptance by the end user, leading to the perceived failure of the technology.
